This publication is presented in the context of the ongoing debate on electoral reforms in Sri Lanka. Firstly it is a collection of short articles, dealing with various aspects of electoral reforms including the rationale for proportional representation in the political context of Sri Lanka; the freedom of conscience of Members of Parliament; the National list and the principle of nominated legislative membership and many other relevant issues.

Peruvian Writer Mario Vargas Awarded Freedom Prize from the Friedrich Naumann Foundation
Mario Vargas Llosa, a Peruvian writer, politician, journalist and essayist, has been awarded the Freedom Prize 2008 from the Friedrich Naumann Foundation. In his acceptance speech delivered at a ceremony at St. Paul’s Church in Frankfurt, Germany on 8 November 2008, Mr. Llosa defended free market, globalisation, capitalism and absence of government subsidies. He was chosen for this prestigious award for his intellectual contribution to the advancement of freedom.
